Users’ needs should be considered when determining which public services should be provided and how they should be delivered. Therefore, as far as possible, user needs and requirements should guide the design and development of public services.

To facilitate access to public services and hide internal administrative complexity, a single point of contact should be available, especially when multiple bodies collaborate to provide a service.
